in 2008 the polish president tried to order his pilot to enter Russian airspace and land at Tibilisi and the pilot refused on safety grounds. The word out there was the pilot was court martialed but found not guilty.
The feeling is the pilots yesterday were under very much pressure, especially after the previous incident. They tried to land 3 times and on the fourth crashed.
(the general rule in civil aviation is if you fail twice due to weather you divert)
