I disagree with you. Thomas Sowell wrote a book about black charity schools then (before LBJ) and now. Although the schools were extremely poor as were the students the outcome of education was much better. With the implementation of "affirmative action" and other race related exceptional positions and the opinion that everything is the fault of the "(white) society" black students came to the conclusion that there is no hope for them to succeed untill they are served everything. This kind of thinking ruined the black community at large and made them government dependent "children" with no self-assurance and no personal responsibility and without hope in the future. They are now used to be "served" everything claiming anything else would be racism.

There is a study out (can't remember the name) that students who came to "ivy league" colleges/universities through affirmative action (most of them blacks) are less successfull in their professional life than others because they had been pampered all their educational life and are not used to fight and are less educated than their colleagues because they are not evaluated on the same level and are better graduated than their work would justify. The result is that many of them take a government job where they are still pampered.

The core problem is a fatherless society without values which leads to violance and role models like drug dealers and rappers.
