Nina Shea: America Again Submits to the Istanbul Process

Round three of the “Istanbul Process” opens today, December 3, and runs through Wednesday, at Canada House, in London, hosted by the U.K. and Canada. The Istanbul Process is Secretary of State Hillary Clinton’s major transnational law initiative, undertaken in partnership with the Organization of Islamic Cooperation (OIC). It was established last year to “implement” measures against speech and expression that negatively “stereotype[s]” Islam and Muslims, with a particular emphasis on enacting them in the West.

This initiative was started as an inexplicable, gratuitous gift to the Muslim world following the March 2011 adoption of a non-binding U.N. Human Rights Council resolution (16/18) on the same theme. While the Obama administration claims that it doesn’t intend for the process to adopt regulations beyond the American free-speech standard, our partner, the OIC, is only too eager to do just that.

For over a decade within the U.N., the OIC has relentlessly pushed for a universal law to punish blasphemy, or “defamation,” of Islam. This 56-member-state organization, an essentially religious body, is in fact chartered to “combat defamation of Islam.” It issues fatwas and other directives to punish public expression of apostasy from Islam. Its current action plan calls for “deterrent punishments” in all states for “Islamophobia,” a term that encompasses a broad range of constitutionally protected speech, judging from the OIC website’s black list of Americans and other perpetrators of “Islamophobia.” The OIC’s stated understanding of the Istanbul Process is that it will “help in enacting domestic laws for the countries involved in the issue, as well as formulating international laws preventing inciting hatred resulting from the continued defamation of religions.”

Corner readers will remember that the Istanbul Process’s first conference was co-chaired by Clinton and the OIC secretary general in July 2011, in Istanbul, with the foreign ministers of the Muslim countries in attendance. The second was held over three days of closed-door meetings last December, at the offices of the U.S. Department of State in Washington. That meeting drew enough controversy within free-speech circles to raise questions about whether the process would continue. But thanks to a leak last week by OIC head Ekmeleddin İhsanoğlu, we now know the event will go ahead, even if its agenda is still being treated like it’s “classified.”

    Klassekampen write it used Alexa to examine eight sites that allegedly inspired Anders Behring Breivik and his manifesto. It claimed its investigations revealed readership groups to websites Gates of Vienna, Jihad Watch, The Brussels Journal, Islam Watch, Atlas Shrugged, Tundra Tabloid, Vladtepesblog and The Green Arrow showed a clear pattern.

    When presented with the results, Andreas Malm, journalist and author of the book The Hate Against Muslims, told the paper: “The typical profile of conspiracy theorists are elderly, lonely men, who become obsessed with a particular question, and who may be attracted to anti-Islamic conspiracy theories…There is a preponderance of older men, often unemployed, who may feel ostracized from society, and seeking for an explanation and a scapegoat.”

    Neither Spencer from Jihad Watch/Islam Watch, nor the owner of Gates of Vienna nor Paul Belien from Brussels Journal are “lonely elderly men” but married. Pam Geller from Atlas Shrugged is not even a man. I don’t know much about Tundra Tabloid, Vladtepesblog and The Green Arrow but the analysis of this “journalist” Andreas Malm seams to be a bit far fetched. Did he even try to find out who they are ?

    Remember the beltway sinper? For the longest time the gleeful profile from the MFM was a disgruntled middle aged white male. Turned out it was a couple of black muslime jihadists who may have been killing other infidels to help cover the murder of john mohamhead’s wife.

    Btw.: since the “report” is referring to Breivik once and again could the authors of the “report” please explain why thousands and thousands of Iraqi Christians were killed and hundred thousands driven out of the country by their Muslim brethren ? Why were all those Egypt Christians killed by their Muslim brethren ? One could go on and on…maybe we should call this Christianophobia ?

    Since Mr. İhsanoğlu is from Turkey maybe he can explain to us why Christians in Turkey like in Egypt are not even allowed to renovate their existing chruches not even to speak about building new ones ?

    Tolerance, respect and acceptance are NO one way streets, Mr. İhsanoğlu.

    I guess I’ve some understanding for this. Don’t forget that the Reps in the past (before 1970) were not in favor for Jews and did everything to keep them out of their circles e.g. to keep them out of the country clubs. They were often treated like second class citizens by conservatives. Many Jews who came to the U.S.A. befor, during or short after WWII didn’t forget this and told their children.

    But at that same time the Democrats were the party of the Ku Klux Klan. Neither party was perfect, but I see the Democrats as being far worse. Either way, that is history. The Democrats of today are very hostile to Israel and by extension Jews in general, but the Jews, some 70+% of them, vote for Democrats reliably. I don’t really understand that.

    No one cares about persecuted Christians. All these so called Christian Conservative politicians who rail about the degenerate culture, gay marriage or “Christian” values say nothing about Christians facing real persecution.     Not true; many care about Israel, but that care does not extend to the point where they are willing to think clearly or look at the evidence in front of them.

    When you’re actually poor, or on the receiving end of genuine expressions of prejudice, you can’t afford to live wrapped in self-delusion. Get two generations removed from genuine privation and overt expressions of prejudice, and your thinking starts to cloud.

    Jews have been very fortunate in America, for the most part—so much so that, like the German Jews of the 1920s and 1930s, they cannot believe that something really terrible could happen to them, or to anyone they know. Why, “the world” would never allow it!

    As I’ve noted before, Reform Judaism has been described as “the Democratic Party with holidays.” But Jews have a nice long history of self-destructive behavior, from Korach in the desert through the followers of Ba’al in Elijah’s time up through the leftists of our own day.

    Interesting note. Not all of those homicides were committed with a firearm so it’s a safe bet that gun control had no effect on murder committed by knives, blunt instruments, bare hands or guns. One could speculate on how many of those deaths, by any means, would have been stopped had the victim been armed.

    Okay, okay -- not everybody all at once. The original Guadalajara is obviously in Spain. But the name is from the Moorish occupation of Spain and was originally “Waddi al-Harra.” The Arabs gave the original that name because the river was always brown from the sediment load. “Waddi al-Harra” means “river of shit.”
